Welcome

Welcome to the International Cycling Safety Conference (ICSC) 2025, taking place in Oslo, Norway, from 4–6 November 2025. Since 2012, ICSC has been a forum for scientists and experts whose scientific and practical activities are aimed at making cycling safer. It has offered the opportunity for exchange and discussion, for getting to meet old friends and new collaborators. Over the years, hundreds of contributions have addressed novel research questions and presented innovative practical solutions dedicated to the improvement of cycling safety.

Under the theme “Knowledge for Prevention,” this year’s conference will focus on how evidence-based insights can be translated into effective policies, infrastructure design, and technological innovations to enhance cyclist safety worldwide.

ICSC 2025 is hosted by the Institute of Transport Economics (TØI), Norway’s leading research institute in transport and mobility. Founded in 1964, TØI is an independent, interdisciplinary research institute specializing in transport safety, mobility, sustainability, and technology. The institute conducts applied research to support evidence-based decision-making, collaborating with government agencies, private industry, and international partners to develop safer and more efficient transport solutions.

TØI has a strong focus on cycling safety, with numerous studies on cyclist behaviour, infrastructure design, crash analysis, and policy development. By hosting ICSC 2025, TØI aims to promote international dialogue, exchange new research findings, and contribute to safer cycling environments worldwide.

Conference venue: Sentralen

The conference will be held at Sentralen, a historic yet modern space in downtown Oslo, known for its dynamic atmosphere and excellent facilities. Originally a bank building, Sentralen has been transformed into a hub for cultural and social innovation.

Workshop venue: Oslo Science Park

The pre-conference workshops will be held at the Institute of Transport Economics (TØI) in Oslo Science City. The venue is easily accessible by metro, tram, or bicycle from the city centre – about 10–15 minutes from Oslo Central Station by metro. It’s located near the Blindern and Forskningsparken stops.

The City of Oslo invites ICSC participants to a welcome reception in the Banquet Hall of Oslo City Hall. The venue is centrally located by the waterfront, just a short walk (about 10 minutes) from Sentralen. Please allow extra time for security screening upon arrival.

Conference dinner: Høymagasinet
Address: Myntgata 7, 0151 Oslo

The conference dinner will take place at Høymagasinet, a former military storehouse in the historic Akershus Fortress area. The venue combines industrial character with a relaxed atmosphere and is located about a 10-minute walk from Sentralen.

Main Topics

The headline for the conference is Knowledge for Prevention.

This year’s programme brings together new research and practical insights on cycling safety from across the world. The topics include:

  • Behaviour and human factors – how perceptions, attitudes, skills, and compliance shape safety outcomes.
  • Accident data and risk analysis – from under-reporting and near misses to single-bicycle crashes and long-term health impacts.
  • Infrastructure – evaluating bicycle streets, junctions, and urban design for safer cycling.
  • Micromobility – patterns, risks, and policy implications of e-scooters and other new modes.
  • Protective gear and health – helmets, garments, and the balance between safety measures and cycling promotion.
  • Simulation and methods – innovative tools, from VR and simulators to advanced modelling, that open new research possibilities.
  • Nordic perspectives – regional approaches to cycling safety, with a focus on winter operations, regulation, and infrastructure.
